What is your opinion on the age in which people start their wushu training? Is starting young (9 or 10 years old) vitally important to achieve a high level or is it possible for people who start training in their early twenties to reach as high a level.

Age is not the problem. The mudi (aim, goal, objective) is the problem. If one's goal is to improve one's physical health, any age is appropriate. Even 70 is still okay--it's not too late. But if you start in your 30s and your dream is to become a martial arts champion, maybe your mudi is unrealistic!
In order to achieve a professional level--i.e. Olympic calibre--starting younger is better, naturally. If you're just interested in learning and you have no ambitions to become a world champion, starting between the ages of 15 to 30 is fine. You might even still make it to the Olympics, but winning the gold medal would be very difficult-in my professional opinion.
People who begin learning wushu after the age of 35 probably should focus not on competition, but instead on using wushu instead to improve their health. Starting to learn taiji at the age of 65 can still help. The most important factor in deciding your program is the mudi. This applies not only in martial arts. If you take up painting at the age of 50 because you want to become famous, it's probably impossible. But if your goal is to learn painting for yourself and because you want to develop your own artistic potential, then any age is the right age to start.

Don't be disappointed. I know what it's like to face these types of problems. I grew up without a father. I had a hard time in my youth. But I've found that if you can make it through the tough times, your will mature that much faster and stronger.
It doesn't matter if you can only practice once a week or once a month. There is a style for people of all ages. Don't feel depressed and don't feel guilty. There are many people in the same boat.
